MISSION 7:
Combat Patrol & Enemy Deception
Mission Description:
Medical Facility Protection: a medical facility does not lose its protection unless it is actively used for military operations.
Targeting Combatants Inside a Civilian Structure: engaging enemy combatants remains lawful, provided the attack does not directly target a protected facility or cause disproportionate harm.
Distinction & Civilian Protection: taking cover behind bombed-out debris instead of inside a civilian building ensured LOAC compliance, even though it increased tactical risk.
Safe Schools Declaration & International Commitments: many countries, including Ukraine, have signed the Safe Schools Declaration, committing to limit military use of schools and ensure their continued protection during conflict. Even if lawful under LOAC, such use contradicts these commitments and carries strategic consequences.
Tactical Risk vs. Legal Clarity: avoiding civilian structures for cover increased exposure to enemy fire, but it ensured a clear distinction between military and civilian spaces.
Operational Legitimacy: respecting LOAC is not just about legal compliance—it protects long-term credibility and reinforces military discipline in urban warfare.
