Combat Patrol & Enemy Deception
Mission Description:
Medical Facility Protection: Medical facilities have special protection under LOAC. This protection is only lost if the facility is actively used for harmful acts, such as storing weapons or serving as a firing position. Once this special protection is lost, the facility becomes a civilian object, and general rules like distinction, proportionality, and precaution must then apply.
Targeting Combatants Inside a Civilian Structure: engaging enemy combatants remains lawful, provided the attack does not directly target a protected facility or cause disproportionate harm.
Schools as Protected Civilian Objects: schools are protected unless repurposed for military use. Their use by armed forces should be an absolute last resort.
Safe Schools Declaration & International Commitments: many countries, including Ukraine, have signed the Safe Schools Declaration, committing to limit military use of schools and ensure their continued protection during conflict. Even if lawful under LOAC, such use contradicts these commitments and may carry strategic consequences.
Necessity & Precaution: military use of civilian buildings should occur only when no viable alternative exists, and precautions should be taken to minimize harm to civilians.
Strategic Consequences: Eeen when lawful, using a school for military purposes sets a precedent that can justify future attacks on schools, undermining their protection.
