Step 1 – Special Protection
Medical facilities are presumed protected.
Protection is only lost if the facility is actively used for harmful acts
(e.g., storing weapons, firing positions).
Even then, a warning must be issued
unless immediate action is required by urgent military necessity.
Step 2 – Civilian Object Rules
Once special protection is lost, the facility becomes a civilian object.
Any attack must still respect:
Distinction – target only combatants and military objectives.
Proportionality – avoid excessive civilian harm.
Precaution – take all feasible steps to minimize harm.
Verification
Verify before engaging:
misuse of emblems alone does not justify attack.
Clear information is required
to ensure both legal compliance and operational legitimacy.
Urban outskirts – Smoke and low cover, hostile fire incoming.
